Talk to NPC named MacArthur in Nork town.
He will send you to other blue tags in nork town to collect items.
After collecting item, take back to him and repeat as needed.
He will eventually send you to another NPC named VetVW.
VetVW will give you a skill book.
Can get two books by repeating.
Take the skill book to trainer and hold in hand while paying for the skill indicated on the book.
You will gain 1.5 times more skill per coin than without.
The book ties to account.
